I would call it this:

1-(3,4-diethyl-2,5-dimethylcyclopentyl)cyclohex-1-ene

Basically, name the cyclohexene as the 'root.' Name the complex cyclopentane as a substituent - but include the substituents on it.

When two or more rings have two or more carbon atoms in common, such compound are called Bicyclic compounds. so for ur Q- It is a Bicyclic  Unsaturated Compound, coz of presence of double bond in one of the ring.
For naming a Bicyclic Unsaturated Compound, the larger ring is considered as the Parent  Compound & the smaller ring as a substituent- it is written as a prefix. Also least no to be given for double bond. Substituent present on either rings to be given numbering in way that they get least no. & to be mention in bracket.

So this compound would be named as

1-(3,4-diethyl-2,5-dimethyl) cyclopentyl cyclohex-1-ene.
