What is the connection between buffer action and Le Chateliers principle?

What is the formula for the conjugate base of this acid...CH3CH2OH?   

Which of these acides are monoprotic, diprotic and tripotic, and which are amphiprotic?

H2PO4, HBO 2-, HCLO4, C2H5OH, HSO3-, HS-, H2CO3??
